POST 33/01: DIRECTOR – STRATEGIC LAND ACQUISITION

Directorate: Strategic Land Acquisition

SALARY: R1,073,187 per annum (Level 13), (all-inclusive). Includes a basic salary (70%) and a flexible portion per Senior Management Services (SMS) rules.
LOCATION: Northern Cape (Kimberley)
REQUIREMENTS:
- Pre-entry Certificate for SMS (National School of Government endorsed).
- Grade 12 Certificate, Bachelor’s Degree or Advanced Diploma in Agricultural Studies/Agricultural Economics/Development Studies (NQF Level 7).
- Post Graduate qualification in Agricultural Economics/Agricultural Studies/Development Studies.
- Five (5) years’ relevant experience at middle/senior managerial level.
- Job-related knowledge: Land Reform legislation, Agrarian Transformation, Comprehensive Rural Development Programme (CRDP), and relevant prescripts.
- Job-related skills: Communication, Strategic Management, Negotiation, Computer literacy, Stakeholder relationship, Facilitation/coordination, Presentation, Financial management, Project management, Interpersonal relations.
- Valid driver’s license.
DUTIES:
- Manage identification and assessment of strategically located land.
- Map and identify suitable land for state acquisition, maintaining a database.
- Align acquired land with Agricultural Policy Action Plan (APAP)/Animal and Veld Management Programme (AVMP) key commodities.
- Manage land acquisition approval and project management per Enterprise Project Management Office (EPMO) requirements.
- Allocate acquired land per beneficiary selection policy.
- Manage land allocation selection process through relevant structures.
- Develop and maintain lease/land application system/database.
- Provide management reports to relevant structures and departmental management.
- Coordinate land acquisition support services across districts and facilitate potential project identification.
- Ensure adherence to relevant policy and program guidelines in land acquisition projects.
